ARMA International Announces Conference and Education Opportunities

NOW OPEN - Registration for 56th Annual Conference and Expo

ARMA International, the authority on records and information management, has opened registration for its 56th Annual Conference & Expo to be held October 17-19, 2011, at the Gaylord National Hotel and Conference Center, just minutes outside of Washington, D.C.

“In today’s business environment, information governance is crucial for business function and helps keep organizations competitive and compliant,” said Marilyn Bier, executive director at ARMA International. “ARMA 2011 puts the right resources and vendors at the fingertips of the professional community that is in need of their services.”

ARMA Europe - member update

Dear ARMA Europe member,


Following on from our recent survey to which many of you replied I’d like to share with you the latest thinking about how we can develop the region and provide you all with resources that are relevant to you. Below is a list of initiatives we plan to move forward with in 2011, these can only happen if members volunteer to help run them and provide input.

Website launch; we have now established a website with the support of ARMA HQ, to make this a worthwhile resource we need to develop a content strategy and reach out to members to provide value to the site. I am keen to make this site the flagship for the region, make it relevant to our members and distinct from the main ARMA site. There are many good examples of chapter sites available via the main site. Please take a look at these, provide feedback to me and get involved in providing content.

Events; we have the opportunity to provide members with both ARMA (Europe) led and co-hosted events in 2011, currently we are focusing on three probable events (Spring, Summer, Autumn) locations to be confirmed. We have also been approached by other organisations (e.g. vendors) looking to run smaller local activities. Again, none of these things can really happen without your input and support. As plans develop we will be looking for volunteers to assist. If you are able to suggest/provide venues for small meetings we can facilitate getting members to participate and contact vendors on your behalf to support/sponsor such events. We will also continue to negotiate on your behalf to provide member discounts to other European events – if you are aware of any up and coming events you would like us to look at please let me know.

Membership for the region continues to grow; however, we would like to do more in increasing our numbers. Both the website and the planned events programme will go someway to provide a shop front for ARMA Europe, combined with direct marketing and approaches to other associations and interest groups across the region we hope to expand over the next 12 months. Reliance on our members to make ARMA the first choice professional association for our colleagues depends on you getting involved.

To assist us in the run up to elections in the middle of 2011 where we plan to expand the regions committee I would like to reach out to all of you and ask for volunteers in a holding capacity for the following committee roles:

- Communications & Website;
- Events;
- Membership.

Please let me know if you are willing to take on any of these important roles. I would like to have a meeting early in the New Year so that we can move forward with these initiatives.

Finally, following on from my recent visit to the DLM meeting in Brussels last week; ARMA Europe and the DLM continue to work closely together and I’d like to take this opportunity to thank them for asking me to speak at the meeting. The MoReq 2010 initiative continues to move forward. Here is the final Press Announcement of the Launch of the MoReq 2010 Electronic Records Management, I have asked ARMA HQ to publish this release on the website and in the magazine but wish to share it with you here.

The MoReq2010 Launch marks a milestone in Cross Sector, Flexible Records Management. DLM are developing a Presentation and Workshop pack for MoReq 2010 and there are planned events in Norway, Finland, Stockholm, UK. Also a MoReq 2010 Testing Board is being set up; six companies across Europe so far have registered interest in becoming Test Centres.

ARMA and DLM have recently published a webinar about Moreq 2010; this is available free on the main ARMA website for a limited time. The latest draft of the core requirements is also available online via the DLM website.

ARMA International Opens Registration for 55th Annual Conference & Expo

ARMA International has opened registration for its 55th Annual Conference & Expo to be held November 7-10, 2010, at the Moscone Center West in San Francisco, Calif.

ARMA Europe - member update

Dear ARMA colleagues,

As it has been a while since I wrote to you I wanted to take this opportunity to update you on a couple of exciting developments.

Sister agreement with Greater Washington DC Chapter
Today, we have signed an agreement with the Greater Washington DC Chapter of ARMA International (GWDC Chapter), establishing a Sister Chapter relationship with the aim to engage in mutually beneficial activities and to promote the exchange of ideas and friendship. This highly significant agreement connects the two regulatory capitals of the world: Washington DC, the home of the GWDC Chapter and ARMA Europe, with it’s secretariat in Brussels. In addition, it will allow our young organisation to benefit from the vast experience of the GWDC chapter. You can visit the GWDC chapter website here: http://www.armamar.org/GWDC/ . As DC will be the host of next year’s annual conference there will also be many opportunities for our members to get involved.

ARMA Europe joins DLM Forum

I am also happy to announce that ARMA Europe has joined the DLM Forum as a member. First established in 1996 by an initiative of the European Commission the DLM Forum is Europe’s foremost group in the field of archives, document, records and information lifecycle management. Members of the DLM Forum include national archives and many other government bodies and agencies; industry associations and regulators; private corporations, consultants and industry experts; academic and research institutions; suppliers, consumers and compliance bodies.

In 2010 the DLM Forum incorporated to become a not-for-profit foundation dedicated to furthering the aims and supporting the activities of a broad and expanding community drawn from many different disciplines, countries and sectors. I attended the DLM Forum meeting in Madrid in May; the main topic for the meeting was moving forward with Moreq 2010 as well as much discussion on standards including the work of ICA and ISO. The DLM Forum meets twice a year (next meeting in Brussels in Autumn 2010) with a conference held every three years. I would strongly urge you to try to attend, the DLM serves as a thought leadership organisation on topics directly relevant to all of us. We are working closely with the DLM to get a webinar update on Moreq 2010 for our members ahead of the public consultation phase scheduled to start in a few weeks. ARMA Europe Website
We are hoping to launch the ARMA Europe website very soon. This website will be hosted on www.arma.org. ARMA European Regional Board Elections

To all European ARMA members:

On behalf of the Steering Committee of the European Region, I am writing to invite nominations for the upcoming elections of the 2010 European Region's first Board Members.
The following positions will be elected, and then supplemented with appointees (made by the elected officers) for specific functions such as Membership, Education, Public Relations and Strategic Partnerships:

Region Director:
The role of the European Region Director will be to represent the best interests of the voting members of the European Region of ARMA International. Duties include:

  • To provide leadership, and overall direction for all regional activities and initiatives.
  • To be accountable to the Region's members, and to represent the wishes of the majority.
  • To be accountable to the ARMA Board [Note: this may change under the new Two-Committee structure that took effect on 1 July 2009]
  • To ensure that the Region complies with ARMA International accounting and other rules.
  • To adhere to the Bylaws and established Policies and Procedures of ARMA International.
  • To serve as the link between the Region and the ARMA European Office; Member Services at ARMA Headquarters; and the International Region.
  • To submit an Activity Report to the Director of Member Services, at least one month prior to each regularly scheduled meeting of the Board of Directors.
  • To attend (at ARMA's expense) ARMA International's Region and Chapter Leadership session(s), including those held in conjunction with ARMA's annual Conference.
  • To delegate responsibility for regional operational functions (e.g: Website, newsletter, blog).
  • To appoint Task Forces [Working Groups] including, for example:
    -Membership Task Force.
    -Strategic Alliance Task Force.
    -Marketing and Public Relations Task Force.
    - Education and Professional Development Task Force.
    - Regional Conference(s) Task Force.
  • To sanction and charter new Chapters within the European Region, whenever deemed appropriate. [Note: The European Region's Board to take account of the wishes of the local membership in determining whether Chapters should be based on Country, City or other entity]

Deputy Region Director:
To support the Region Director in his/her tasks listed above and replace him/her when required.


Secretary:
To maintain the minutes of the Board meetings and of the annual business meeting and submit them within ten (10) days of said meeting to the Board members for approval.

  • To coordinate, and take ownership of, all official communications - internal and external - with relevant Task Forces, Committees and Staff.
  • To establish standardised procedures and processes for managing the life-cycle of the Region' business records in accordance with Records and Archives Management best practice.
  • To establish processes for managing the Region's Archives (relating to the establishment, structure and administration of the Region) and memorabilia, in appropriate repositories.

Treasurer:

  • To be accountable to the Region's Board and members, for the Region's financial matters.
  • To work with the Region Director to create and manage the budget for the fiscal year.
  • To ensure that the Region fully complies with ARMA's approved accounting procedures.
  • To collect and deposit all revenues (eg: from membership dues, meeting attendance fees, sales of publications, or fees from special events, etc.) in a secure place.
  • To submit a report to the Region's Board meetings, itemizing the revenues and expenditures.
  • To submit all proposed expenditures to the Region's Board for its approval (if an immediate approval is required, then the Director may approve).
  • To submit financial and other reports as required by ARMA International.

To nominate yourself, may I kindly ask you to submit to me a short bio (max 300 words), a picture, and a short motivation (max 300 words) supporting your nomination, for example outlining a vision of where you would like to take ARMA Europe, and why you would like to be elected.

Please note that the deadline for nominations is 19 October. Only self-nominations will be accepted. Voting will be carried-out electronically, between 20 October and 3 November 2009 and will be anonymous. All European ARMA members will receive an e-mail on or around 20 October with a link to the voting survey. The results will be announced shortly after voting ends.

ARMA International Challenges Organizations to Implement Better Recordkeeping - Announcing the Generally Accepted Recordkeeping PrinciplesSM

Records are the foundation of compliance and the key to success for organizations – big or small, public or private – in any industry. Litigation professionals, too, are becoming painfully aware of the need to manage e-mail at an organizational level in order to mitigate risk during the legal discovery process. Businesses are also coming to realize greater efficiency and cost savings due to better information management. As a result, recordkeeping best practices have become a process and skill needed by not only records professionals, but by every employee.

Due to the exponentially expanding volume of information available and the pressing need to manage information correctly, ARMA International is pleased to announce a set of Generally Accepted Recordkeeping Principles (GARP) SM.

Through these principles, ARMA International provides a framework for guidance in implementing information management programs to help business leaders, legislators, the judiciary, and other stakeholders understand and address the key components of records and information management as a discipline and as a best business practice. The principles were developed from related information management legislation, the combined experiences of the task force members, applicable ARMA International, ANSI, and ISO standards, the recommendations of ARMA International’s more than 11,000 professional practitioners, and case law.

Each of the eight principles has an expanded description containing detailed information on how to ensure organizations are meeting the criteria for a sound information management program. These descriptions, as well as other information on the principles, can be found at www.arma.org/garp.

The eight Generally Accepted Recordkeeping PrinciplesSM are:
Accountability
Integrity
Protection
Compliance
Availability
Retention
Disposition
Transparency

Using these generally accepted principles as a guide helps to ensure that the company’s most important assets, their records, are used correctly to support the organization’s essential activities such as budgeting, planning, demonstrating compliance with laws and regulations, and other day-to-day operations.

A task force was initially formed to help encapsulate these principles. It was comprised of a multi-disciplined group of widely respected professional practitioners at the highest levels of their professions. ARMA International members and non-member stakeholders then reviewed the proposed principles and submitted comments that were taken back to a task force for review and consideration. This same task force will continue to monitor legislation and case law and will recommend changes to the principles when appropriate. The principles have been approved by the ARMA International Board of Directors.

ARMA's 3rd Brussels Roundtable brings together top policy makers, stakeholders and RIM professionals

On 7 November 2008, ARMA International organised its 3rd Roundtable on Information Governance and Records Management in Brussels. The event was attended by more than 80 representatives from the European Union Institutions, stakeholder organisations, and the private sector. The event was also attended by a large number or records and information management professionals, information security professionals and archivists from all over Europe and beyond, working in many different sectors.

Douglas Allen, President-Elect of ARMA International, opened the roundtable by addressing the need for good records management in view of the financial crisis which was in large part due to lack of transparency. He mentioned recent security breaches in Europe to underline that information have become corporate assets of critical importance and growing risk areas and that sound records management should be the responsibility of all individuals within an organisation.

Towards a European Freedom of Information Act
Mr. Marc Maes from the Secretariat-General of the European Commission gave first a short presentation of the history of the right of access to documents. He provided an overview of the current version of the Regulation 1049/2001 regarding the beneficiaries, scope and limits of the right of access to documents.

He also presented the situation of third party documents that should be transmitted after the consultation of the author unless it is clear that the document should be transmitted. He stressed that the institutions who received a request should decide on the basis of the exceptions to this right and other institutions are consulted under a memorandum of understanding.

Mr Maes gave an overview of the proposal to review the Regulation 1049/2001 that was published on 30 April 2008 on which ARMA replied to a consultation following the publication of a Green Paper and drafted a position paper. He pointed out in particular the main features of the definition of the term document and presented the main limitations to the scope of the Regulation. Finally, he mentioned the latest case laws on access to documents.

Mr. Fergal O’Regan, Head of Legal Unit at the European Ombudsman’s office addressed the main concerns of this organisation regarding the review of the Regulation 1049/2001.

He pointed out that the wording used in the definition of the term document is the main concern of the Ombudsman. He wondered if the term “formally transmitted” means documents transmitted within or outside the institutions or if this definition should be understood as including informal transmission. In its position paper on the review of the Regulation 1049/2001 ARMA International expressed that this definition should be revised to be more in line with document and records definitions included in international recognized standards in information management such as ISO 15489.

Mr. Hielke Hijmans from the European Data Protection Supervisor (EDPS) office explained the role of the EDPS in case law related to access to documents. He stressed that the fundamental right of access to documents sometimes clashes with the fundamental right to privacy. He pointed out that the review of the Regulation 1049/2001 does not find the right balance between access to documents and privacy as its provisions does not ensure that disclosure can only be denied if the privacy or the integrity of a person would be undermined.

The Markets in Financial Instruments Directive (MiFID)
Mr. Salvatore Gnoni from the Directorate-General Internal Market and Services of the European Commission gave a wide overview of MiFID. He also discussed the MiFID provisions regarding transparency, transactions reporting and record keeping.

As regards transparency requirements, he explained that the market transparency regime concerns pre- and post-trade information and covers shares admitted on a regulated market while the transaction reporting regime covers all securities and derivative contracts admitted on a regulated market.

He stressed that investment firms should report details of their transactions to their national authorities and that these authorities should share information among themselves.

Investment firms should keep records of their transactions for a general period of 5 years in order to keep them at the disposal of the competent authorities. He quoted a recommendation from the CESR (Committee of European Securities Regulators) which provides a list of minimum records and explained that Member States can keep records of telephone conversation or electronic communications which can be used in order to show that investment firms comply with record keeping requirements.

Mr. Jitz Desai, Director of JWG-IT, pointed out the difficulties of firms to comply with MiFID requirements regarding record keeping as these new obligations are among the EU implementation priorities. Consequently, a short period of time is at the disposal of firms to comply with the Directive.

He stressed that firms need to know exactly their data in order to prove that they comply with this Directive. But some requirements such as proving best execution will make compliance difficult. It will be also difficult for firms to assess the costs to gather the relevant information.

e-Health Interoperability
Ms. Linda Mauperon, member of the Cabinet of European Commissioner Viviane Reding, insisted first on the benefits of eHealth for healthcare services and for citizens, and on the importance of the eHealth market compared to others health markets.

She stressed that the lack of interoperability is the most important obstacle to the development of eHealth. However, she pointed out that a growing will exists among Member States and stakeholders to solve this problem. The Commission is also committed to improve interoperability of eHealth services as it published a Recommendation containing guidelines and principles to provide interoperability in a cross-border context in July 2008. She quoted other initiatives such as the epSOS project whose goal is to reach a situation where doctors have access to information on a patient without taking into account the country in which they were created. She also stressed that industry is committed to interoperability and that all these initiatives will contribute to make interoperability a reality

Ms. Angelika Haendel from AHIMA explained on the fact that eHealth is a growing sector but interoperability is a prerequisite to its development. She stressed that interoperability is a necessity because trends such as international travel or multinational companies make boundaries less relevant.

Mrs Haendel pointed out that eHealth will become an important area as it represents 5% of the EU GDP and because the EU provides more funds to eHealth projects. However, there are several challenges eHealth projects have to challenge: the intervention of several Member States in an area of national competence, the fragmentation of health organisations in Europe and the growth of electronic data. She presented several eHealth projects such as the integrated care project or the Siemens Soarian Integrated Care.

The Internet of the Future
Dr. Florent Frederix, Head of Sector Networked Enterprise & Radio Frequency Identification unit at the European Commission, presented past and future actions of the Commission on RFID. Regarding future actions, the Commission will adopt a Recommendation on RFID in Autumn 2008 and will publish a staff working paper and a Communication on the Internet of Things in winter 2008/2009.

He stressed that a secure and privacy friendly use of RFID is one of the objective of the Recommendation. He pointed out that RFID chips can become more intelligent and will be able not only to identify things but also to collect information.

The main challenges of the consultation on RFID that close on 28 November 2008 were also put forward: security, privacy and data protection, control of critical global resources, governance of resources, standard settings and interoperability and social and human impact.

The different applications of RFID were promoted in areas such as health, transport, environment monitoring and disaster management.

During this session it appeared that RFID will entail important challenges for records management regarding privacy or security for instance as through this technology an important amount of information will be created and will have to be managed in compliance with EU requirements. However, the way record managers will have to manage these data did not appear clearly.

Mr; Laurent Beslay, Technology Adviser at the European Data Protection supervisor (EDPS) office, stressed the role of the EDPS and data protection principles applicable to RFID and explained that the EDPS office analyses the impact of new technologies on these principles.

He pointed out that privacy challenges are related to RFID as this technology will concern not only the industry but also citizens. If citizens store their data at home they will benefit from a legal protection as home is considered as a legal sanctuary but data are now spread everywhere. He also mentioned the trend of cloud computing where end users store their data on a server outside their hope but do not know where these data are stored exactly. He wondered if end users will benefit from a legal protection if there data are stored by a company.

He stressed that to implement successfully RFID applications security and data protection considerations should be introduced as soon as possible in the creation of new applications. Moreover, best techniques, i.e. the way a technology is implemented, should be used and the way security breaches will be managed should be taken into account.

ARMA International Board Approves Formation of European Group

Over the past couple of years ARMA International has increased its efforts to promote the records and information management profession and principles in Europe. As a result, we have seen increased interest at the policy-making level as well as the individual professional level. The association has been approached about forming an official entity in Europe that would allow individuals to affiliate more closely with ARMA International as members.

The Board of Directors approved the formation of a group in Europe at its May meeting. This group is being formed as a catalyst for current and future members in Europe to network, convene local education programs, and provide broader dissemination of regulatory and policy information provided through ARMA International’s EU Policy Brief, for example.
